The files are original from the developer. It may be that you tried to install the wrong version (Joomla 3 version and Joomla 4/5).
For Joomla 3 - gdpr_v2.12.2_forjoomla3.x
For Joomla 4 or 5 - gdpr_v2.12.2_forjoomla5.x_4.x
