It is just a page that fills in the license, and it does not really need to fill in the license number. You can test it. It is working normally, so you can ignore it.

Journal ffficially show that it is compatible with PHP8, but I am not sure if it is compatible with OpenCart4, I didn’t test. You can download to test.

No, no license is required, but It shows a menu to fill in the license. you don't have to fill in anything. you can ignore it, It works perfectly.
