Shopify Theme Licensing Issue? Can Anyone Guide

Once I upload the plugin downloaded from nulledfrm, it shows "Customization and publishing are locked". Can anyone guide how I can fix this problem. Would greatly appreciate it. I've attached the error I am getting currently.
