Can I Convert OST to MSG Without Connecting to the Outlook Server?

I have an old OST file from a previous Outlook profile, but I no longer have access to the original Outlook account or Exchange/IMAP server it was connected to. I am trying to extract a few important emails and save them in MSG format, but Outlook does not open the OST because it can not connect to the server. Is there any safe method or tool that allows converting an OST file to MSG without needing server connectivity? I want to avoid data loss and extract emails, attachments, and metadata properly.
