https://www.freepik.com/ has big collection, of vector and PSD. use adobe illustrator to edit vectors and adobe photoshop to edit PSD.

elegantflyer you have to sign in ? for free images.
freepik is free but you only download I think 4 a day.

you have to sign-in for free flyers (ready to use flyers) and it has a big database with flyers - they don't give just photos - they give flyers
